[Harbour] Compile tests with OpenWatcom.

Hm. My make not used hbmk.bat.
I see now, that file C:\harbour\tests\w32\owatcom\__link__.tmp is based
on file MAKEFILE in TESTS subfolder.
How can I change it ?
