[Harbour] pcode 0.3

Lorenzo,

I don't know what to do next, I've been building harbour for several months
now, without problems.

Now, I do a clean, a make and, on completely new .exes, I get

Please recompile.

hbsetup.h is at revision 14027 and contains

 */

#define HB_PCODE_VER_MIN      0x0002

Why is it saying it's not ok??
